Lorena Torres is a Senior consultant specializing in telecommunications networks and services, ICT regulation, Public Policy and spectrum management. She has more than 17 years’ experience in design, planning and optimization of telecommunication networks, telco solution architect, ICT sector regulation in LATAM and Spectrum Management. Lorena is electronic engineer specialist in telecommunications enterprises management and mobile telecommunications.
Lorena’s experience includes being radiofrequency design engineer and network optimization projects leader for Claro in Colombia as well as senior consultant in 3G-network for Mobile Operators in Panamá. She was also Product and Solutions Manager for Huawei Technologies Colombia, supporting the deployment of the first LTE network in that country. Lorena has also acted as senior adviser to the National Spectrum Agency (ANE) in Colombia, focusing on spectrum management and spectrum regulation, frequency-band allocation for International Mobile Telecommunications (IMT) and defining of technical conditions for a 4G-spectrum auction. Another role within ANE Colombia was as temporal in charge of the functions of deputy director of spectrum management and planning.
During the last eight years, she has developed several projects as technical and regulatory adviser focusing in the design and modeling of 4G networks, spectrum engineering, broadband networks for public safety communications, Public Policy on broadband access, OTT and Digital Economy for Colombia, Chile, Argentina, Ecuador and Peru.
He has wide experience in project management, structuring of investment ICT projects, optimization and planning tools. Fluent in English, Portuguese and Spanish (native).
